A.5.1 (2)
A multi-award Government-Wide Acquisition Contract
NASA Solutions for Enterprise-Wide Procurement (SEWP) VI is a multi-award,
indefinite-delivery / indefinite-quantity Government-Wide Acquisition Contract (GWAC),
authorized by the Office of Management and Budget and managed by the NASA SEWP Program
Management Office. It is not a single-source contract. Hundreds of Contract Holders compete for
every requirement, and ND3 ATS JV is one of them.
All ordering activity is governed by FAR Part 16. Each SEWP VI contract carries a ceiling of
$20 billion, and orders may be placed by any federal agency, and by federal contractors
authorized by their agency to buy in support of a federal contract.
Fair Opportunity (FAR 16.505(b))
The following is the Fair Opportunity clause as it appears in the body of the contract at
A.1.13 — Fair Opportunity and Requests for Quotes.
Contractors will be provided a fair opportunity at the individual order level as appropriate
per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection
is required to be submitted with the order. All such documentation is to be maintained by the
issuing procurement office.
The Contractor shall not market, quote or otherwise offer for sale, any IT Solutions not
listed under this contract, until the said solutions are included in the SEWP database of
record, and available to all Government end-users.
If the Government issues a Request For Information (RFI) as part of market research, the
Contractor may provide items not yet listed on their SEWP contract as part of a market research
quote if:
all such items are clearly marked as not yet available on their SEWP contract; and
the contractor submits a technology refreshment request to add those products to their
contract
If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the
Contractor may only respond with items available on their Contract and the price of each item
shall be the no greater than the price in Attachment F SEWP database of record at the time the
quote is issued. If the Contractor has insufficient items on their contract to fully respond to
the Formal RFQ, the Contractor must respond with a No Bid.
Unless the RFQ specifically allows for partial quotes, the Contractor must respond fully to
all requirements specified in the RFQ.
When submitting a quote to a government end-user, the contractor must clearly state the
length of time the quote is valid. The contractor shall honor any order submitted within the
stated time period of a quote.
When responding to an RFI or RFQ issued from the NASA SEWP RFQ on-line quoting system, the
Contractor must respond as outlined in Attachment C: Contract Holder User Manual (CHUM).
Contract Holders are prohibited from using Government information posted on the NASA SEWP
Contract Holder Only Page, such as RFQs, RFIs, etc., for purposes other than proposing on SEWP
requirements. This includes Contract Holders providing third parties with SEWP information and
requirements for the purpose of assisting companies, that are not SEWP Contract Holders, with
providing unsolicited proposals to meet agency requirements already posted to the NASA SEWP RFQ
on-line quoting system.
Joint venture disclosure
ND3 ATS JV is a joint venture. Its members are ND3, Inc. and
Applied Training Solutions. Neither member holds a separate SEWP VI contract;
all SEWP VI work is performed under the joint venture. Contracting officers who need a copy of
the joint venture agreement at the order level may request one from the contacts below.
A.5.1 (3)(a)
How to request a quote
The recommended route is always the SEWP Quote Request Tool (QRT). It is the
method the SEWP Program Office supports, it creates the audit record the issuing office needs,
and it is how the overwhelming majority of SEWP requirements are competed.
Start in the SEWP Quote Request Tool
Sign in at sewp.nasa.gov (opens in a new tab)
and open the Quote Request Tool. Select Category B for an enterprise-wide
requirement or Category C for a mission or program-level requirement, then
choose the NAICS code and business size designation that fit your requirement.
Include ND3 ATS JV in your request
Contract Holders are matched to your request by category, NAICS code and business size.
You may also name ND3 ATS JV directly as a suggested source.
Set a realistic response time
The default response window is five business days; you control it, from one day to one
year. Category B and C requirements are usually more complex than product buys — a longer
window produces better-priced, better-scoped quotes.
We respond through the Contract Holder Only Page
Every quote we submit is validated against our contract catalog before it reaches you.
Our quote will state its validity period, and we will honor any order placed inside it.
If you cannot use the QRT
Some agencies run their own RFQ systems, and some requirements must be handled on a
classified system. We will respond in whatever form your contracting office directs. Note that
any resulting order must still be routed to the NASA SEWP Program Management Office for a SEWP
Control Number before it can be fulfilled.

Program Manager — quotes, pricing and capability questions
SEWP VI Categories B and C are services categories. Products may be included
only where they are ancillary to and in support of a services requirement — a product-only
requirement is out of scope for both categories and should be placed under Category A.
Category B
Enterprise-wide ITC/AV service solutions
Large-scale requirements spanning multiple departments, locations, customers or field
offices within an agency. Managed services, shared services, agency-wide help desk and
ticketing, enterprise-wide IT security, and application services.
No per-order threshold.
Category C
Mission-based ITC/AV services
Focused requirements at the mission or program level — a directorate, a program office,
or a similarly sized group — that improve or enhance an ITC/AV infrastructure.
Per-order threshold of $2M inclusive of options in contract year 1 and
$10M in year 2; thresholds are subject to removal beginning in year 3.
Representative service areas
Drawn from the SEWP VI statement of work. This list indicates types of in-scope work; it is
not exhaustive, and SEWP VI places no post-award technical-area restriction on what an active
Contract Holder may offer within its category scope.

SEWP fee
0.34%, included in the price of every offering. It is never a separate line item on a quote or invoice.
Order routing
All orders are submitted to the NASA SEWP Program Management Office at sewporders@sewp.nasa.gov and receive a SEWP Control Number before fulfilment begins
Section 508
Information and communication technology delivered under an order conforms to the Revised Section 508 Standards. An Accessibility Conformance Report, normally a VPAT, is available on request.
Purchase card orders
We process Government Purchase Card payments directly. We will not require your agency to
route payment through a third-party payment platform, and we do not accept payment through
consumer payment applications unless your contracting officer specifically authorizes it at the
order level. Card details are handled by our accounts team — never send them by unencrypted
email.
Delivery commitments
The delivery time stated on our quote is a commitment. If a delivery date is at risk we notify
the ordering contracting officer and the SEWP Program Management Office as soon as we know, not
after the date has passed.
A.5.1 (3)(b)
Installation, warranty and post-delivery support
Category B and C work is delivered under a task order, so the definitive statement of what is
installed, warranted and supported is always the order itself. The policies below apply unless
your order says otherwise.
Installation and transition
Installation, configuration and transition activities are scoped and priced in the task
order. Site planning, government acceptance criteria and any required security authorizations
are agreed with the ordering office before work begins on site.
Basic warranty
Services are warranted to conform to the requirements of the task order. Ancillary products
supplied in support of a services requirement carry the manufacturer's standard commercial
warranty, passed through in full, with the warranty term and terms stated on the quote.
Extended warranty
Extended or enhanced warranty coverage on ancillary products can be quoted where the
manufacturer offers it. Ask for it at the RFQ stage — coverage that is not on the quote cannot
be added to the order afterwards.
Technical support
Technical support for work delivered under an order is provided by the assigned delivery
team, at the service levels defined in the order. Where no service level is defined in the
order, we acknowledge requests within one business day. Technical support requests go to Peter Andrews, Deputy Program Manager, at 270-479-7582 or pandrews@nd3atsjv.com.
Software support
Software maintenance and support entitlements are supplied as offered by the publisher, with
the support term, level and renewal terms stated on the quote. Where we develop software under
an order, the maintenance and defect-correction period is set in that order.
A.5.1 (3)(c)
Something is wrong with an order
Work the ladder in order. Each step has a name and a number attached to it, and each step is
expected to respond within one business day.
Step 1
Call the Deputy Program Manager
Peter Andrews handles day-to-day support on every SEWP VI order we hold, including delivery status, schedule changes and anything that has gone wrong. He is the fastest route to a fix.

Reporting a supply chain or cybersecurity incident
Cybersecurity and supply chain risk incidents affecting an order are reported to the
Government within 72 hours of discovery, with a corrective action plan within 30 days. If you
become aware of an incident involving something we delivered, contact the Program Manager
immediately.
